Energy Poverty refers to the difficulty or inability to access basic energy needs, including adequate heating and cooling, lighting, and energy to power appliances, that guarantee a decent standard of living. It is a multi-dimensional phenomenon resulting mainly from inefficient buildings and equipment, insufficient disposable income of households, and high energy prices, among other factors, and it cannot be easily captured by a single indicator. When dissecting energy poverty, factors such as income, energy expenditure, energy prices, energy efficiency of buildings, climate, sociodemographic, health, geography, and culture should be considered at different spatial scales, for a comprehensive picture of the problem.
