DOOBRA 2.0 is a community-based project aimed at tackling energy poverty and improving energy literacy among vulnerable households in Lisbon. Coordinated by Rede DLBC Lisboa and supported by the EDP Foundation through the EDP Energia Solidária 2025 Programme, the project runs from April 2026 to March 2028 and operates across six community territories in Lisbon. CENSE – NOVA FCT participates as the project’s academic and technical partner.
The project combines community engagement, energy advice and capacity building through five complementary strands: DOOBRA LABS, providing practical energy-literacy sessions and personalised support to households; DOOBRA PARTICIPA, creating spaces for community debate and co-creation of local solutions; DOOBRA EDUCA, engaging schools and younger generations; DOOBRA EM LINHA, providing continuous digital support to participating families; and DOOBRA COMUNICA, promoting awareness and dissemination activities.
A central feature of DOOBRA 2.0 is its use of the Positive Deviance approach, which identifies effective practices already being used by households within the community and supports their replication among peers. Activities include the analysis of electricity and gas bills and consumption data, identification of energy-efficiency measures and available support schemes, distribution of energy-efficiency kits, and training of community leaders who act as trusted intermediaries between households and the technical team.
CENSE contributes to the design of training and community-engagement activities, tools and contents for the DOOBRA LABS and DOOBRA PARTICIPA, while supporting knowledge transfer, dissemination and links with other national and European initiatives addressing energy poverty and the just energy transition.
