The Energy Poverty Advisory Hub (EPAH) launches its series of practical guidebooks, aiming to give local governments and practitioners concrete procedures and a clear path on how to address energy poverty, with the first volume dedicated to energy poverty diagnosis.


This publication deconstructs the diagnosis phase to provide step-by-step guidance and activities for conducting a local diagnosis. Designed to be adapted for each local government, this flexible framework addresses the different sequences of the diagnosis, from the contextualisation of the phenomenon and the coordination with the stakeholders, through the design of the hypothesis and the collection of data, to the exploitation and formalisation of the results.
