CHANGE Policy Brief "Solar Energy in Portugal: Towards a Balanced and Sustainable Transition" [2025]

This Policy Brief proposes seven recommendations to guide policies and practices for the deployment of photovoltaic power plants:



  1. Harnessing solar potential in buildings, industrial zones, and artificial areas

  2. Defining Renewable Energy Acceleration Zones based on environmental and social criteria

  3. Efficiently planning electricity transmission and distribution networks

  4. Using photovoltaic potential to regenerate degraded soils and promote agrivoltaics

  5. Protecting biodiversity and promoting ecological restoration

  6. Actively involving local communities and relevant stakeholders in all phases of projects

  7. Rigorously monitoring environmental, social, and economic impacts


This document is the result of transdisciplinary collaboration within the CHANGE - Global Change and Sustainability Institute between researchers from CENSE - Center for Environmental and Sustainability Research (Miguel Macias Sequeira), MED - Mediterranean Institute for Agriculture, Environment and Development (Susana Filipe), and CE3C - Centre for Ecology, Evolution and Environmental Changes (Fernando Ascensão). It also resulted from the organization of the Solar Photovoltaic Forum 2024 event in Évora, where more than 40 representatives from various organizations active in this field participated.
