HORIS final report shows how digital one-stop shops can unlock home renovation across Europe
The LIFE HORIS project has published its final report, presenting the results of a three-year effort to simplify the residential renovation journey for households in Portugal, Spain and Italy. Coordinated with consumer organisations Altroconsumo, OCU and DECO PROteste, HORIS developed and deployed a digital one-stop shop bringing together technical guidance, financing information, regulatory support and access to verified professionals in a single platform, directly responding to the fragmentation and low consumer confidence that continue to hold back the EU Renovation Wave.
Over 12 months of operation, the platform attracted close to 490,000 visits and reached over 10 million citizens through communication activities. More than 10,000 households completed a personalised self-assessment, generating over 1,800 quotation requests, while a network of 144 verified professionals was established across the three countries, supported by 33 e-learning modules covering national regulatory requirements. The findings show that HORIS functions most effectively as a trust-building and referral mechanism, helping households move from a complex, unfamiliar topic to a concrete first step, with the handover to qualified professional support emerging as the critical point for improving satisfaction and driving renovations to completion.
Drawing on these results, the project put forward a set of policy recommendations to accelerate renovation rates across Europe, including establishing one-stop shops as a core part of national renovation strategies, aligning public incentives directly with these platforms, and integrating energy performance certificates, building renovation plans and minimum energy performance standards into clear, actionable pathways for households.
