Telheiras/Lumiar Renewable Energy Community: Photovoltaic Generation, Self-Consumption and Energy-Sharing Potential in Lumiar Parish Council Buildings [2026]

This report (in Portuguese) is the second of a three-report series developed for the Telheiras/Lumiar Renewable Energy Community (CERT/L) within the European Energy Communities Facility. It investigates the potential for expanding local photovoltaic generation through 19 buildings managed by the Lumiar Parish Council. The assessment integrates rooftop area and characteristics, shading constraints, maximum grid-connection capacity, photovoltaic system sizing, estimated annual generation and, where available, real electricity-consumption profiles to quantify local self-consumption and the renewable electricity potentially available for sharing within the community. Economic indicators, including indicative investment requirements and the number of energy participations that could be supported by each installation, are also considered. Of the 19 buildings assessed, 15 were identified as potentially suitable for photovoltaic deployment, representing an indicative combined capacity of approximately 666 kWp and estimated annual generation of 978 MWh. The study highlights that prioritisation should consider not only technically installable capacity but also both the proportion and absolute quantity of electricity available for community sharing. The analysis therefore provides a technical and economic basis for supporting investment decisions and the continued development of CERT/L, while identifying the need for site-specific validation, structural assessment, updated consumption data and grid-connection verification before implementation.
