This Plan represents a fundamental instrument to prepare the regional community, namely citizens and their strategic actors – public and private – for the adaptation process that needs to be initiated, starting with adaptation to short-term climate variability and extreme events, with the long-term objective of reducing vulnerability to changes in weather.

It is also assumed to be a fundamental instrument to, on the one hand, implement the European and national strategies for adapting to climate change, creating conditions for its operationalization on a regional scale, with the necessary transpositions and adjustments and, on the other hand, frame local adaptive planning – to be carried out by each of the municipalities – defining the backdrop of strategic background that promotes synergies in the knowledge of vulnerabilities and in the definition and implementation of adaptation options.
