Urban Climate Action in Countries in Transition: Review and Analysis of Mitigation and Adaptation Measures in Brazilian Cities [2022]

This dissertation is framed in the theme of climate change aiming to analyze the mitigation and adaptation measures of several Brazilian cities, their strengths and weaknesses, and propose improvements. All climate action plans for cities in Brazil, available until June 2021, were identified and analyzed. Brazil's climate regulatory framework was analyzed, firstly presenting the trajectory of the national legislation, which has been present for many years and has been gaining importance over time and, secondly, the state-level climate and governance legislation. The legal basis for these two themes is systematized and analyzed for all Brazilian states, including timeline for implementation. For the analysis at a local (city) scale, all plans for mitigating greenhouse gas emissions and for climate change adaptation (and, in some cases, on sustainability) published for Brazilian cities were identified, with a total of only 10 plans available. The analyzed mitigation and/or adaptation local plans are, mostly, climate action plans, with rare exceptions for some sustainability plans that also cover climate change. For the set of local climate action plans the following were analysed: goals and objectives, the recommended mitigation and adaptation measures and the financing approaches. It is concluded that local climate action plans in Brazil are mostly available for state capital cities, with a single exception. They are distributed over only nine of the Brazilian states and primarly for large coastal cities, with at least 1 million inhabitants, but mostly more than 2 million inhabitants. It was found that most of the plan’s are quite recent (2020) and had the support and involvement of international organizations such as ICLEI, among others. The plans mainly focus on mitigation, with only an individual plan for adaptation. The plans are more concerned with mitigation measures than adaptation (more measures for the former). Despite addressing common thematic sectors, each plan has a unique structure. Some measures were not linear leading to an ambiguity between its classification as mitigation or adaptation, which is a limitation of the the analysis. For the proposals of improvements, it is suggested the adoption of a standard structure, to be adapted according to the needs and characteristics of each city, allowing for a greater exchange of information, in addition to an effort to fill in the communication gaps between the various levels of governance. It is also suggested a periodic update of GHG emissions inventory so that a diagnosis can be made and, subsequently, adjustments on measures of adoption prioritization. It is also suggested the reinforcement of monitoring measures, with regular reviews and adjusting them, when necessary.
