Carla has 20 years of International Development Managing in Angola, from private sector (8 years), public governance (2 years), International Cooperation (9 years): Deputy National Director of Poverty Reduction Strategy ( 2 years), Project Coordinator of Transition from Informal to Formal economy (2 years), Senior Social Protection Expert with Decentralization Governance (2 years), and International Evaluator for international cooperation organizations (UNDP, UNICEF, EU), (9 years). I have skills in managing, strategic planning, implementation, monitoring and evaluation system and I am a result base oriented professional. Programme Sustainability is part of my management approach or in terms of project coordination or in terms of strengthen systems governance. I am focused on achieving goals, mobilizing teams, strategic partners, and resources, gathering, and analyzing information, defining indicators, and evaluating programs. I am effective and efficient in providing strategic advice to address risks analysis, timely implementation, and revision of the planning. I have leadership skills and I am a team-oriented worker with strong communication skills. I am expert in stakeholders’ engagement – high and decentralized level and with civil society organizations to converge resources alignment towards management deadlines, and programmatic planned results. I have the capacity to think local processes to regional ones, in complex and results-oriented management. Acquired competences about sectoral national policies/programmes/projects in the areas of Poverty and Vulnerability, Gender, Food Security, Public Finance, Climate Change, DRR, National Governance (central and local governance) and National Planning framework. I am a highly committed professional with private, public governance, international cooperation, and NGO(s) sectors experience in managing programs, teams, and results. I am engaged to social inclusion by the most vulnerable reinforcing institutions expertise to contribute for such achievement, from managing to programming to implementation, to monitoring, to evaluate under constantly sharing knowledge and reflecting learning approach.

• She worked with UNICEF (2015,2016) as a PME advisor and Senior Social Policy Expert to strengthen the Social Protection National System at the Decentralized Level through advocacy and confidence building (Moxico Province 2020,2021) and evaluator with EU-funded projects.
• She worked with UNDP (2011, 2012, 2017, 2018, 2019,2022,2023), as programmer, projects evaluator (gender, climate change, biodiversity), policy advisor (sustainable charcoal and energy poverty), national coordinator team, and expert in stakeholders’ engagement, project coordinator of informal economy transition to formality

MSc in African Studies from Lisbon University, branch Management of Socio-Economic Development, case study, social policies, and poverty reduction in Angola. Presently, she is doing Ph.D. in Climate Change and Sustainable Development Policies with a research focus on the Poverty Energy Nexus Climate Change Mitigation Nexus Gender Rights at NOVA SCHOOL OF SCIENCE AND TECHNOLOGY | FCT NOVA
