Result of a continuing lack of housing policies that lasted for decades, energy poverty is a problem that continues to persist in many Portuguese homes. The culture of devaluation, the population's lack of literacy, and the ineffectiveness of government measures contribute to perpetuating a problem that continues to affect the quality of life of thousands of families and jeopardize the achievement of European environmental goals.
