Energy poverty combat plan is ambitious, but funding sources are unclear. The Action Plan to Combat Energy Poverty (PACPE) 2025-2030, finally presented this week, faces financial and institutional risks that could compromise its implementation. Developed a year behind schedule, the plan includes a projected overall investment of nearly 1.4 billion euros, but "it's not clear where the money is coming from," warns João Pedro Gouveia, researcher at the Faculty of Sciences and Technology of NOVA University Lisbon.
