The second phase of the government program, which aimed to help the Portuguese in carrying out works that would improve the energy efficiency of their homes, ended on 2 May.
João Pedro Gouveia refers that “a program that can help a lot of people” is not being communicated in the best way. But he also admits that “1300 euros plus VAT is really very little”. The money, he says, is maybe enough for one person to invest in two windows and some photovoltaic panels. “Is it enough to lift someone out of energy poverty? No,” he comments.
If the number of supported households were slightly smaller and the amount allocated to each supported was slightly higher, perhaps the program would be more successful, believes João Pedro Gouveia. “I think the Government looked at the amount of money it could inject into the program and preferred to try to help as many people as possible. But the strategy is not having the desired effect”, he opines. “Everyone is less bad, but no one is well.”
