The Firefly team has outlined some key points in our response to the public consultation on the Portuguese Energy Poverty Strategy.

Other aspects covered in our document include a well-structured plan with actionable guidelines, contextualization of the current situation, identification of causes and consequences of energy poverty, and a general methodology for identifying affected populations.

We applaud the proposal of diverse and comprehensive measures involving a wide network of national players but suggest that objectives should not be defined solely based on the amount of money spent or the implementation of measures but on the intended impact.

We recommend a stronger focus on building renovation, particularly insulation and windows. Additionally, we suggest that proposed measures should provide more detailed information and be accompanied by an action plan for each one after the publication of the strategy. Finally, we suggest the need for a monitoring and evaluation plan to assess the impact of the measures implemented.
