It is a phenomenon distinct from the broader concept of poverty or social exclusion because some households can be in a situation of energy poverty without being in monetary scarcity, but even so, this can be the first step to reach this situation of risk of exclusion.
Poverty and different degrees of 'energy vulnerability' – the propensity to experience a temporary lack of this type of service – go beyond the triad of classic factors that define energy poverty – income, energy price, and home thermal efficiency – are realities in all EU member states with Brussels mobilizing on a new European energy policy with an integrated strategy in areas such as just transition or climate energy plans.
And what is the scenario in Portugal? How is the well-being of the Portuguese in their homes? And what effect does the “expensive energy for the poor population” have?
Providing clues and answering these and other questions is Professor João Pedro Gouveia from CENSE – from Universidade Nova de Lisboa - who led a team of researchers in mapping energy poverty and developed a pioneering multidimensional index, proposing a new methodology to address the problem.
