Energy Poverty Vulnerability Mapping for Portugal for the Portuguese Energy Poverty Observatory


The project's central aim is to build a robust, spatially disaggregated evidence base for energy poverty policy in Portugal by translating the ELPPE indicator framework into an operational index, calculated at the municipality levels. The work is based on the previous index developed by the CENSE, NOVA FCT team in 2017.
Deliverables include the index itself, a detailed report situating the topic within the national and European context (including a comparative benchmarking of Portugal against other EU countries), a full methodological explanation, and a presentation and analysis of results. This positions the project as both an analytical tool and a policy-support instrument, feeding directly into ONPE-PT's public-facing mapping platform so that national and local authorities can identify where and how energy poverty concentrates geographically.


The contract runs over three years (2025-2027)
